RavenEye staff and the customers each one can open. System admins open every customer.

Add Staff
The new user gets a setup email. They open no customer until you add one.
To make a system admin, use scripts/promote_user_to_admin.py --system-admin.
Move Existing User
The user leaves their customer and becomes RavenEye staff. They lose their role and store roles at that customer, so they stop getting its alert emails. They can open no customer until you add one. The login and password stay the same.
Customers
View only: sees every page, saves nothing (sales demos). Company admin: full setup and the customer's users (account reps). Only a company admin can hold store roles there (for example device-offline email); set them on the customer's Team page. Removing a customer or changing it to View only removes them.
